Sometimes Word generates bookmarks by itself or it can happen during the process of PDF to Word conversion. In any case, if you only need headings turned into bookmarks, you just need to properly assign them. Finally, choose the option you want, either Word bookmarks, or Header. And that will be all. Now open your PDF file, go to Bookmarks menu and check if everything got saved properly. I was in the same situation. It should ask if you want to replace the existing TOC. Now when I print, the TOC links work.
It shouldn't have anything to do with the web view, but there you have it. It seems that you are trying to insert a Hyperlink in you document which you want to save as a PDF file from Word , but when you open the PDF file there is no such a Hyperlink but only the website address.
